Before joining the President's staff, Mr. Ramthun was the Senior Advisor to the Secretary of the U.S. Treasury for health initiatives. Las Vegas-based CCCU gave its members their portion of a $7,714,993.52 dividend payment that was deposited directly into their savings accounts today. This money is distributed based on the amount of interest paid or earned by each of the 37,000 members in the past year.

The legislation incorporates provisions from H.R. 6134, the "Health Opportunity Patient Empowerment Act of 2006", introduced by Reps. Eric Cantor (R-VA) and Paul Ryan (R-WI), and approved on September 27, 2006 by the House Ways and Means Committee.
